Karnataka Makes Uniforms, ID Cards Mandatory for Power Department Field Staff

The Karnataka government has directed all field staff under the State Energy Department to wear prescribed uniforms and display government-issued identity cards while on duty, effective immediately. The order covers employees of all electricity supply companies (ESCOMs), including BESCOM, HESCOM, MESCOM, JESCOM, and CESC, such as linemen, bill collectors, and meter readers.
The directive follows a complaint from Mohan Kumar Danappa, member of the State Police Complaints Authority, highlighting rising cases of impersonation by individuals posing as department staff. A recent incident in Hubballi's Anand Nagar area prompted action, where a man in a fake uniform collected money from residents before being apprehended and a police case registered at Old Hubballi Police Station.
Energy Department officials said genuine staff have increasingly faced public suspicion, disrupting essential services like meter reading and maintenance. To address this, employees must now maintain a disciplined appearance, including proper grooming, and clearly identify themselves during consumer visits.
The government has also ordered ESCOMs to launch public awareness campaigns through social media, FM radio, television, newspapers, and local announcements to help residents verify authentic personnel. Consumers are being advised to check official ID cards before interacting with any field staff.
Officials said the measures are expected to reduce fraud and restore public confidence, with compliance to be monitored across all ESCOM jurisdictions.
