S Jaishankar told the NDTV World Summit that India’s counterterrorism policy has evolved since the 2008 26/11 attacks, referencing the 2023 Operation Sindoor and the 2019 Balakot strike as decisive responses.
He rejected the idea that India should wait for the US to understand its security concerns, arguing that the country acted independently in 2008 and again after 26/11.
The minister added that India will not overlook terrorism to preserve its relationship with Pakistan, insisting that a “business‑as‑usual” approach would be a mistake if attacks continue.
India is preparing to engage Pakistan on a new security framework, with the foreign ministry scheduled to present a policy brief to the cabinet next week, signalling a shift toward a more proactive stance.
