The Assam Cabinet on Thursday approved the Assam Muslim Marriage Registration (Compulsory) Rules, 2026, making the registration of Muslim marriages a state‑managed requirement.
Under the new rules, couples will file with government‑appointed marriage registrars; Chief Minister Himanta Biswa Sarma said the state will consider opening registrars at the Panchayat level if applications surge.
The same cabinet also cleared a ₹11,000‑cr industrial investment from JK Lakshmi Cement, a main plant in Umrangso and four smaller units across the state, and a ₹796‑cr Asian Development Bank loan earmarked for 102 wetlands and fisheries.
Farmer‑producer organisations will now see the state shoulder their 10% contribution to the Agriculture Infrastructure Fund, while individual farmers will pay only 5%.
In a remote Assam village, a married couple who had previously been unable to register their marriage said the new system will finally give them legal recognition and access to public services.
The cabinet will roll out the registrars by June 2026, and a pilot at the Panchayat level is slated for early 2027 pending demand.
