U.S. Secretary of State Rubio to Visit India for Bilateral Talks, Quad Meeting

U.S. Secretary of State Marco Rubio will visit India from May 24 to 26, 2026, for bilateral talks and to attend the Quad Foreign Ministers' Meeting, according to U.S. Ambassador Sergio Gor and Indian sources. Rubio's trip, his first since becoming Secretary of State in January, will include meetings with External Affairs Minister S. Jaishankar, National Security Adviser Ajit Doval, and Prime Minister Narendra Modi, focusing on trade, regional security, and post-tariff tensions.
Rubio will participate in a public reception in New Delhi on May 24 commemorating 250 years of the U.S. Declaration of Independence. The talks come after the U.S. announced the end of its February 28 operations against Iran and a pause in naval actions at the Strait of Hormuz, pending ongoing U.S.-Iran negotiations. Rubio is also expected to brief Quad counterparts on President Donald Trump's planned May 14-15 visit to Beijing.
The Quad Foreign Ministers' Meeting on May 26 will bring together Rubio, Jaishankar, Australia's Penny Wong, and Japan's Toshimitsu Motegi. Officials will discuss regional stability, infrastructure initiatives, and a potential date for a Quad leaders' summit later this year. The summit's scheduling hinges on availability, including President Trump's domestic political calendar.
Trade remains a focal point, with Indian and U.S. officials reviewing progress on the unresolved Bilateral Trade Agreement, delayed by legal challenges to Trump's 'liberation day tariffs' in the U.S. Supreme Court. Despite the delays, the U.S. State Department announced on May 6 that Indian investments through the 'Select USA' program totaled over $20.5 billion in 2026, the highest by any nation this year.
The Quad meeting will conclude on May 26, after which ministers will assess next steps for joint Indo-Pacific initiatives. The U.S. has confirmed that several U.S. governors will visit India in the coming months to advance state-level economic partnerships.
