Katy Perry’s plan to build a permanent 110-acre youth camp in Santa Barbara County has collided with a wall of local resistance. More than 360 neighbors have signed a petition opposing the "Gratitude Canyon" project, a development being pushed by Perry and her sister, Angela Lerche, through their nonprofit, the Firework Foundation. The site, located at 183 Winchester Canyon Road, is intended to house a full-scale arts and nature center for underserved children.
The opposition is not about the mission. It’s about the mechanics. Residents in nearby neighborhoods, including Winchester Commons, argue that a facility this size—complete with eight cabins, a swimming pool, a gymnasium, and a recording studio—will fundamentally alter the character of the area. They fear the site will become a venue for large-scale events outside the summer season, bringing noise and traffic to a quiet residential canyon.
Safety is the sharpest point of contention. The area relies on limited road access, with one main street serving the community. Locals argue that a wildfire scenario could become a nightmare if hundreds of campers, staff, and visitors need to evacuate simultaneously. They contend the current fire safety assessment doesn't adequately account for peak attendance periods.
Sandra McGreevy, a resident who signed the petition, told Noozhawk that the community has "zero problem" with Perry’s charitable goals. But she and others like Deborah Holmes want clarity on how the site will be monitored to prevent it from becoming a general event venue. The project team claims fire safety and vegetation management have been factored in, citing consultations with the Santa Barbara County Fire Department and Robert Lewin, a former county emergency management director.
The ball is now in the regulatory court. With the petition gaining traction as of November 1, 2026, the Firework Foundation must address these specific safety and traffic concerns in upcoming planning hearings. The community is demanding proof that the camp will remain a camp, not a concert hall, before a single foundation is poured.
