West Bengal Admin Faces Major Reshuffle Under New BJP Government

The West Bengal government has launched a major restructuring of its administrative and police machinery under Chief Minister Suvendu Adhikari, with at least 46 WBCS officers and 16 officials from the Chief Minister's Office reassigned within days of the new regime taking charge on May 9. Retired IAS officer Subrata Gupta was appointed Advisor to the CM, replacing former chief secretaries Alapan Bandyopadhyay and H K Dwivedi, while Shantanu Bala, ADM of South 24 Parganas, was named Private Secretary to the CM, replacing Gautam Sanyal.
The overhaul follows an unprecedented pre-poll administrative reshuffle by the Election Commission of India, which transferred 483 officials across the state starting March 15, including chief secretary Nandini Chakravorty, home secretary J.C. Meena, and DGP Peeyush Pandey. The ECI action also saw 19 senior IPS officers, five DIGs, 11 district magistrates, 73 returning officers, and 83 block development officers moved, citing concerns over electoral neutrality and law and order.
Chief Minister Suvendu Adhikari stated on May 9 that the previous government marginalized meritorious IAS and IPS officers, and his administration would rely on them to implement policy. He indicated further changes in the police and executive network are expected as the new government consolidates its administrative framework.
The Election Commission justified the scale of transfers as necessary to ensure a free and fair election, referencing intelligence inputs and lessons from the 2021 post-poll violence. Legal challenges from the Trinamool Congress were dismissed by the Supreme Court, upholding the ECI's authority.
Officials indicate the current restructuring will continue in phases, with more mid- and senior-level appointments expected in the coming weeks as the government establishes a stable administrative structure. The next round of postings is likely to be announced within the month.
