On September 10, the Supreme Court issued a fresh directive guiding the High Power Enquiry Committee that was set up to investigate the July 20 protest march by the Cockroach Janata Party in Delhi.
The court ordered the HPEC to first examine pellet gun deployment, targeted violence, harassment of women protestors and widespread property damage by both sides.
Witness identities will be shielded; an online portal will allow confidential submission of documents and statements from vulnerable participants.
Senior Advocate Dr Monika Gusain and Advocate‑on‑Record C Solomon were named amici curiae to act as independent arbiters, while a nodal counsel will liaise only with the Court.
The HPEC must submit its first report at the earliest, after which the Supreme Court will address wider constitutional implications.
Last month, the Court quashed all FIRs against students who joined CJP protests from July 20‑25, prompting the group to cancel its September 5 march.
