The SIR, triggered by a July 1, 2026 qualifying date, began with a draft of 71.33 lakh voters on July 14, after enumeration forms were distributed and collected. The Election Commission gave voters a month to file objections, which were processed between August 13 and September 28 before the final tally.
During the objection window, 1,29,872 names were added and 1,04,708 were removed, resulting in a net loss of 8.01 lakh. The roll now lists 3,737,701 men, 3,421,036 women and 212 third‑gender voters, plus 72,656 voters aged 18‑19 and 1,22,892 over 80.
Congress leader Manoj Rawat disputed the figures, claiming the state’s electorate had fallen by 14 lakh to 85.19 lakh as of January 1, 2025—an assertion the state’s CEO has denied, citing the official final count. The party has called for an audit of the SIR process.
For one farmer in Pauri district, the omission meant losing his vote in the upcoming November polls; he has filed a Form 6 to be added to the roll, a move that the BOLOs will facilitate through door‑to‑door visits. The state has announced special registration camps to cover the 1.04 lakh names removed and to engage first‑time voters.
The final roll will be used in the November 2026 state elections, and the Election Commission will monitor compliance with the updated voter list, with a deadline of December 15 for any further corrections.
