The Bihar Home Department issued a notification late Saturday night approving the VRS with immediate effect, relaxing the usual three‑month notice rule—an unprecedented move that underscored the urgency of his health situation.
At the same time, the General Administration Department announced Kumar's appointment as the state's Chief Information Commissioner, effective from the date he assumes charge.
Preeta Verma, also a 1991‑batch officer, has been acting as the Director General of Police since Kumar went on leave earlier this month and will continue until further orders.
Sources close to the Home Department say Kumar will take up the CIC role once he completes treatment for his medical issues, ensuring he can fully meet the demands of the position.
The appointment comes amid growing calls for greater transparency in Bihar's governance, with the CIC tasked to oversee compliance with the Right to Information Act.
The next step will be Kumar's formal induction as Chief Information Commissioner, scheduled for early October, marking a swift transition from policing to information oversight.
