At a closed session of the CCP Politburo on Thursday, the standing committee approved a resolution to strengthen self‑governance, discipline and anti‑corruption within the party. The text, adopted in a single vote, calls for stricter oversight across all party organs and a sharper focus on rooting out corruption.
The resolution coincides with the elevation of Gen. Zhang Shengmin, vice chairman of the Central Military Commission, to the Politburo. Zhang is the only remaining general on the commission after Xi Jinping purged two top commanders earlier this year, leaving a single PLA representative beside the president himself.
Party spokesperson Li Wei said the move "reinforces the party’s commitment to maintaining strict military discipline and ensuring the armed forces remain firmly under civilian control." Analysts note that this is the first time since the 1980s that the Politburo had no PLA presence until Zhang's promotion.
In a nearby base in Shenzhen, a senior infantry officer told reporters that the new arrangement is expected to bring tighter oversight and more resources for training, but also heightened scrutiny of officers' conduct.
The Politburo will face its next major meeting at the 20th National Congress, scheduled for October, where further leadership reshuffles are expected.
