David Petraeus, former CIA Director General, addressed the NDTV World Summit on 28 September 2026, drawing on two decades of command in Iraq and Afghanistan. He reminded the audience that the battlefield has shifted from tanks and infantry to unmanned systems, a shift that has already reshaped front lines in Ukraine.
Petraeus cited reports that Ukrainian forces use more than 10,000 drones per day, a figure that eclipses any other conflict. Russian troops now rely on individual soldiers to outmaneuver drones, and the Polish Air Force has reported increased missile launches in response.
In India, the Ministry of Defence spokesperson said existing procurement cycles lag behind the rapid pace of drone technology. The cabinet has already earmarked ₹4,200 crore for next‑gen UAVs and is reviewing the Defence Acquisition Procedure to accelerate delivery.
Petraeus concluded that India must redesign training, procurement, and doctrine. He called for a high‑level review of the Indian Armed Forces by 30 October, with the aim of integrating autonomous systems and strengthening counter‑drone capabilities.
