The effigy, described as a symbol of "filth and dirt", will be set ablaze during the festival, the committee said.
Goel, a BJP MLA, stressed that the decision is not politically motivated, adding that the act is part of the Swachh Bharat and Swachh Delhi campaigns.
The move follows a series of protests by the Cockroach Janata Party, which over the past month had forced ex‑education minister Dharmendra Pradhan to resign after a sustained sit‑in at Jantar Mantar and a march to Parliament.
The committee added that the effigy will appear among the asuras in Ravan’s army, underscoring the moral message that good triumphs over evil.
The burning is scheduled for the opening night of the 2024 Pitampura Ramlila, a tradition that draws thousands of spectators.
