Congress secured a no‑objection certificate from Delhi Police for a November 1 rally at Ramlila Maidan, aiming to mobilise 10 lakh people.
The police listed 12 conditions, covering crowd control, high‑definition CCTV, water and toilet provisions, volunteer identification, transport routing, and a 5‑pm cut‑off for the event.
The ruling came after Congress complained that its planned Ashok Hotel gathering on Oct 30, a symbolic impeachment of Election Commissioner Gyanesh Kumar, was denied permission by the government.
KC Venugopal told the All India Congress Committee that the party would comply with all guidelines and would not march beyond Ramlila Maidan.
An elderly vendor near the Maidan said he hoped the rally would draw attention to electoral reforms, “if only the voices are heard.”
The rally will kick off at 10 a.m. on Nov 1, with organisers mounting a dedicated CCTV control room and preparing 12 monitoring screens.
