Delhi has declared its 20‑October Dussehra a dry day, closing all retail liquor outlets and banks across the capital. The order, issued by the Delhi Municipal Corporation, takes effect from 12 a.m. and remains in force until 11:59 p.m.
Similar measures have been adopted in Uttar Pradesh, where the state excise department ordered all liquor vendors to shut during the festival and warned that any illegal sale would attract strict penalties, citing the need to prevent disorder during idol immersion processions.
The Reserve Bank of India has signaled that most commercial banks will observe the holiday, except in the northeastern districts of Gangtok and Imphal, where operations will continue. Online banking, mobile apps, UPI, and ATMs will remain fully functional.
Educational institutions nationwide, including Delhi and Uttar Pradesh schools, will remain closed. Public transport will run but with altered schedules to accommodate festival crowds, while hospitals and emergency services will stay open 24/7. Retail markets and malls will operate, though some local shops may reduce hours during evening effigy‑burning.
The Delhi Police will enforce the dry‑day restrictions until midnight, and authorities will review compliance after the festivities conclude.
