The bench cited the 2012 Nirbhaya case and the recent gang‑rape on a sleeper bus, noting police had failed to act proactively, and mentioned 190 parks near a girls' college were flagged as high‑risk.
Police must set up a "war room", patrol colleges and illegal eateries where thousands congregate, and track suspects via the national database, even if it draws public protest.
Delhi Police said it would comply, forming a task force and installing CCTV in 16 parks, while activists lauded the court’s directive as a turning point in the fight against sexual violence.
The court will review progress in six weeks, and the police will report on measures taken, marking a concrete step toward curbing Delhi’s sexual crime wave.
