The Union Ministry of Home Affairs issued an order on Wednesday confirming the transfer of Sajjan Singh Yadav, a 1995-batch Indian Administrative Service officer from the All-India General (Muslim) cadre, to Jammu and Kashmir. He takes charge as the territory’s top bureaucrat starting November 1, 2026.
Yadav succeeds Atal Dulloo, a 1989-batch IAS officer, who will retire from service on October 31. The MHA order explicitly states that Yadav is transferred from Delhi to Jammu and Kashmir to serve as Chief Secretary, effective from the date of joining or November 1, whichever is later.
This transition marks the end of a significant administrative chapter in the state, with Yadav stepping into the role during a period of ongoing development and security integration. The handover is expected to be seamless, given the proximity of the two dates.
The new Chief Secretary will now oversee the state’s administrative machinery, reporting directly to the Governor and the Union government. No further public comments were issued by the MHA beyond the formal transfer order.
