The Election Commission of India (ECI) ordered a Special Summary Revision (SSR) of electoral rolls across Arunachal Pradesh, Chandigarh, Dadra and Nagar Haveli and Daman and Diu, Mizoram, Odisha, and Sikkim. The directive, issued on Thursday, mandates the enrollment of all eligible voters, with a specific focus on young citizens and first-time electors. The Commission also opened the door for advance applications from individuals who will turn 18 on April 1, July 1, and October 1, 2027.
The timeline is tight. Draft electoral rolls go live on November 30, 2026. Final publication is locked for January 21, 2027. To make this happen, the ECI has directed the chief secretaries of the affected states and UTs to deploy adequate manpower and resources immediately.
Bihar operates on a different clock. The ECI will conduct a separate SSR in the state from November 12 to December 11, 2026. This window specifically targets persons with disabilities (PwDs), young voters, and those previously missed in the rolls. The qualifying date for Bihar’s revision is January 1, 2027.
Additional Chief Electoral Officer Madhav Kumar Singh chaired the State Steering Committee on Accessible Elections (SSCAE) meeting where the Bihar schedule was finalized. Deputy Chief Electoral Officer Poonam Kumari clarified that PwDs can enroll via online or offline modes. Form 6 handles inclusion, Form 7 deletion, and Form 8 covers residence shifts, ID replacements, and PwD markings. The committee also reviewed digital tools like the Saksham App, ECINet App, and the 1950 helpline to boost accessibility.
The next critical step is the physical and digital verification of data before the November 30 draft release. State administrations must report deployment status to the ECI within the next 48 hours to avoid delays in the January 2027 finalization.
