India’s permanent representative to the UN, Harish Parvathaneni, slammed Pakistan for providing a safe haven to Lashkar‑e‑Taiba (LeT) and Jaish‑e‑Mohammed (JeM) in a speech to the Security Council on 28 September 2026. He reminded delegates that the architects of the 9/11 attacks—Osama bin Laden, Khalid Sheikh Mohammed, and others—were not hidden in remote frontiers but found in urban locations, culminating in bin Laden’s death in a military compound in Abbottabad in May 2011.
Parvathaneni cited Operation Sindoor, which saw India’s cruise missiles level LeT and JeM training camps in May 2025, destroying dozens of launchpads in Pakistan’s Bagh district. The strikes, according to the envoy, exposed the continued use of Pakistani territory as a launchpad for cross‑border attacks.
India warns that the two groups have adapted by adopting new identities to evade UN sanctions, a loophole the Council has yet to close. The envoy urged the Security Council to tighten its sanctions regime and enforce stricter monitoring of the groups’ funding channels.
The Indian representative explicitly demanded that the UN convene an emergency session to draft binding resolutions that would strip LeT and JeM of safe‑harbor status, ensuring no Pakistani territory can be used for terror training.
He concluded that the international community must act decisively, lest the sanctuary that once sheltered the 9/11 planners now empowers new terror cells, putting millions of civilians at risk.
