
Gaurav Singh, a Gurgaon homeowner, secured a ruling that forced Shreeraj Developers to refund the amount paid, with 12% interest, after the builder stalled delivery of a 2,600‑sq‑ft flat for more than 11 years.
Singh signed a Buyer‑Builder Agreement in November 2012 that bound the developer to hand over the unit within 36 months, a deadline that the builder missed; the buyer had also secured a home loan to cover the Rs 1.73‑crore price.
Shreeraj Developers claimed that the GAIL corridor, high‑tension lines, and delayed HUDA road acquisition had impeded construction, and that Singh had purchased the unit for resale profit.
The Haryana Consumer Disputes Redressal Commission rejected those excuses, found the builder guilty of deficient service and unfair trade practice, and ordered a refund of Rs 1.73 crore with 12% interest, plus Rs 3 lakh compensation for mental anguish and Rs 1 lakh for litigation costs.
Singh told the court he had been living in uncertainty for 11 years, with no clear timeline for possession, and that the delay had caused significant financial and emotional hardship.
The commission has issued an enforceable order; Shreeraj Developers is now expected to comply promptly, and Singh will receive the refund and compensation soon.
