Mayor Zohran Mamdani and City Council Speaker Julie Menin reached a deal that will place Romanch’s Law on the council floor later this month. The bill, named after the Indian teen who died in Central Park, phases out horse‑drawn carriages by June 1, 2028 and mandates owners to notify the Mayor’s Office of Animal Welfare before disposing of any animal. Drivers must be re‑trained; a transition plan is due by April 2027 and will involve the NYC Taxi and Limousine Commission, MTA, NYC Transit, Port Authority, and hospitality firms. Transport Workers Union president John Samuelsen slammed the plan, calling it an “opportunistic gesture” that offers only job fairs and counseling. On June 17, Romanch Mahajan fell from a carriage after his mother Priya fell and the driver momentarily stepped away to take a photo; Romanch leapt from the moving carriage and later died at New York‑Presbyterian Weill Cornell Medical Center.
