The 45,000‑sq‑metre site will host a cenotaph, a wall of fame, a museum‑armoury hall and a statue of Neelam Tebi, the Assam Rifles jawan who fell in the Kameng sector.
Neelam Tebi, 28, died on 21 October 1962 after being wounded the day before. Commandant Thanglian Mang of the 60th ITBP Battalion recalled that Tebi held the line against the Chinese offensive, a deed that surprised even seasoned soldiers.
Residents of Nyelam village donated the 10‑hectare plot through their local society, a gesture that underscores how the hero’s legacy lives in the community's memory.
The memorial will feature an entrance gate, approach road, landscaped gardens, cafeteria and parking, with future phases slated to add an armoured tank and helicopter display, according to the Ministry of Defence.
Army, ITBP and Jat Regiment troops, alongside local dignitaries, gathered on 20 October to lay a wreath, marking the 64th anniversary of Tebi’s death, a day the state has long kept quiet about.
Officials say the memorial will become a key stop for war tourists, complementing Tawang and Walong, and expect to inaugurate it in early 2026 after completion of the first phase.
