In a 25‑minute hearing on Tuesday, Justices Ahsanuddin Amanullah and R Mahadevan told every municipal corporation to seal residential structures that have been clandestinely converted into shops or offices.
The bench followed a previous observation that, across the country, building bye‑laws are routinely flouted, with illegal constructions often re‑purposed after completion.
Earlier this year, the Court had expanded a plea filed in Chennai, ruling that the issue demanded a nationwide probe.
The directive warned that such misuse not only contravenes the law but also deprives honest homeowners of the safety and privacy they paid for.
Municipalities must complete a full audit of all residential zones within 30 days, seal violations, and submit a report to the Court.
The Supreme Court said it will review the reports and may impose penalties on bodies that fail to act without bias.
