A viral clip that circulated on Instagram last week shows a young man from Tripura being shouted at and humiliated in a street in Delhi, with the attacker using slurs that the state says are racially derogatory.
The man, who remains unnamed, was identified by Tripura police after the student forum lodged a formal complaint on October 21, and the state has now issued a directive to its Director General of Police to coordinate with Delhi authorities.
Delhi Police, acting on a suo motu notice, registered an FIR against 27‑year‑old content creator Amir Shokeen and dispatched a team led by a DySP to investigate the footage and track the accused, who is said to be absconding.
Union Parliamentary Affairs Minister Kiren Rijiju posted on X that the “evil man” would be punished, while Deputy Commissioner Niharika Bhatt described Shokeen as a “bad character” with a history of brawls in the Sadar Bazar area.
The Intelligence Fusion and Strategic Operations unit and the Special Police Unit for North Eastern Region have joined forces to preserve the video’s metadata and to conduct a nationwide search, with the next step being a court hearing scheduled for early November.
The victim, a 19‑year‑old student from Agartala, told reporters that he was shaken but alive, adding that the video has caused him fear of returning to Delhi for exams.
