Head Constable Avdesh Kumar Singh opened fire with 18 rounds of his AK‑47 at the Sewa‑III hydroelectric project, killing Assistant Commandant Ankit Kumar Pandey, Sub‑Inspector Lakshman Singh, constables Rafiq Ahmed and Sandeep Kumar inside the Operations Section office on Tuesday evening.
The shooting erupted after a dispute that had simmered for days over the couple’s habit of bringing their toddler to the site. The unit had expressly barred the child from the quarter guard area, yet one parent still carried him to hand him over to the spouse on duty, prompting a complaint that set off the confrontation.
Within minutes, Singh was overpowered by other CISF personnel and detained on the spot. Investigators recovered 150 rounds of ammunition from his belt and seized the service rifle, cataloguing the crime scene for further probe.
All four wounded were rushed to the NHPC hospital in Himachal Pradesh, where they succumbed to their injuries. Singh remains in custody as the Central Industrial Security Force launches a formal inquiry, with a preliminary report slated for release next week.
