The amendment, issued by the Centre, reshapes the councils' structure to mirror the Jammu & Kashmir Reorganisation Act, 2019, and replaces references to "State" and "Governor" with "Union territory of Ladakh" and "Administrator".
Under the new rules, each council will have a minimum of seven and a maximum of twenty‑four elected seats, a figure the Ladakh administration will fix.
The regulation also permits the administration to nominate up to four members from women and unrepresented communities, subject to a one‑sixth population cap, ensuring broader representation.
An ex‑officio member will be the sitting Lok Sabha MP for Ladakh, binding the national parliament to local governance.
Councils will serve five‑year terms from their first meeting, but the term can extend if elections are impractical, giving the administration flexibility.
With the amendment now in force, the Ladakh administration must decide seat allocations, nominate members, and schedule elections, a process that will shape the region's political landscape in the coming months.
