Police records show his first arrest in 2014 after he obstructed a vehicle on the same road, and since then he has faced charges of obstruction, public nuisance and breaching a criminal behaviour order.
He has never explained why he returns, and during every court appearance he has refused to answer questions, plead, or cooperate with psychiatrists.
In 2018, a jury found him "mute of malice" and convicted him of breaching the criminal behaviour order, a verdict upheld by prison officers who testified he spoke while in custody.
His brother, Michael Hampson, told local reporters that David can speak normally in other settings and suggests he uses prison as a way to secure food and accommodation, though no court has confirmed a motive.
Swansea Crown Court has scheduled a new trial for September 2024, where he faces charges of obstruction and breach of the criminal behaviour order.
