The recommendation follows the standard collegium procedure, where the Chief Justice of India and four senior judges assess potential appointees.
The appointments will expand the Supreme Court's bench, currently 17 judges, to meet a rising caseload and pending retirements.
The President will receive the nominations and is expected to announce appointments within the next fortnight.
