Kremlin spokesman Dmitry Peskov said on Monday that a meeting of Putin, Trump and Xi could be held on the sidelines of next month’s APEC summit in China, but no concrete plans have been confirmed.
Ukrainian Foreign Minister Andrii Sybiha posted on X that the conference would only reinforce Putin’s war aims, calling for Kyiv’s participation as essential for any peace agreement.
Peskov reiterated Moscow’s insistence that Ukraine must be part of any settlement, noting that a final deal without a Kyiv representative is impossible.
The last U.S.-mediated talks took place in February, before the U.S. and Israel shifted focus to an Iran offensive, and Russia has repeatedly barred meetings with President Volodymyr Zelenskyy unless a peace deal is agreed upon.
If the summit proceeds, the leaders will set an agenda; a final decision on the meeting will be announced by the Kremlin by the end of the week.
