
The Enforcement Directorate (ED) arrested KPSC Chairman Sahukar Shivashankarappa and Member BV Geetha on October 6, 2025, amid a probe into the manipulation of the 400‑post Veterinary Officers Recruitment Examination.
ED officials revealed that Shivashankarappa and Geetha supplied certain candidates with correct answer keys a day before the exam, with bribes ranging from ₹20 lakh to ₹40 lakh per candidate, a scheme that also involved IAS officer Gyanendra Kumar Gangwar.
Under sections 318(3), 318(4), 336(3) and 340(2) of the BNS 2023 and the PMLA, the ED conducted a search on October 6 and remanded the officials to judicial custody, while investigators seek to identify all beneficiaries of the illicit payments.
The scandal has triggered outrage among aspiring veterinary officers, with one candidate who received the leaked keys saying he was coerced into paying the bribe or face exclusion from the merit list.
The ED will review the case in the Karnataka High Court next month, and a list of all affected candidates is expected to be released by the end of July.
