The Cockroach Janta Party (CJP) had issued a call on 11 October for supporters to gather at Central Park on Friday, waving the national flag to protest alleged voter‑roll manipulation by Chief Election Commissioner Gyanesh Kumar.
At Dipke's residence on 12‑12‑12, a Delhi Police officer handed him a written notice citing Section 163 of the Bharatiya Nagarik Suraksha Sanhita, warning that while waving the Tiranga is not unlawful, staging an unpermitted march or assembling a crowd would violate the ban and attract legal action.
The notice also reminded Dipke of the Flag Code, emphasizing that the national flag must be treated with due respect and that any breach could lead to prosecution.
Earlier that week, CJP members Saurav Das and Ashutosh Ranka were taken into custody after waving the flag at Jantar Mantar on 13 October; they were placed under five‑day judicial custody and later released on a condition that they refrain from any public breach of peace for a year, as stated by the party's legal affairs head, Ratna Singh.
The New Delhi Municipal Council announced that Central Park would remain closed for administrative reasons on Friday and Saturday, effectively halting the planned gathering, while a video from Dipke's home shows him angrily accusing police of targeting him and demanding evidence of alleged incitement.
Police officials say they will keep monitoring the situation and may issue additional directives if the CJP attempts to convene the march again, as the party vows to continue its campaign despite the setbacks.
