Delhi’s DDU Marg, under Kamla Market police station, became the scene of violence as students tried to gather on October 10 amid protests against the Special Intensive Revision of electoral rolls.
A senior police officer identified the accused as Raman Saini, 50; Vivekanand alias Vivek, 32; Kapil Kumar, 27; and Ravinder Singh alias Govind Hindu, 35.
The footage that triggered the action first surfaced in social media groups the same day the protest opened, but the exact location was initially unclear.
Police, upon reviewing the video, took suo moto cognizance and traced the men, arresting them before they could flee the Delhi‑NCR region; no formal complaint had been lodged.
The assault unfolded during a broader crackdown that saw thousands detained across Delhi, as authorities tightened security around the DDU Marg and other protest sites.
The case has now been filed and will proceed through the local court system, where a preliminary hearing is expected soon.
