The viral clip, captured on 14 October during a Mission YUVA review, shows IAS officer Kumar Rajeev Ranjan berating Assistant Director Beenish Wani in a heated debate over the NRLM scheme. Ranjan shouted, "I am your boss," and later threatened Wani with suspension, but no order has yet been issued.
In response, Chief Minister Omar Abdullah wrote to Chief Secretary Atul Dulloo, insisting that the junior officer receive no punitive action, citing the Union Territory’s limited control over IAS officers. Abdullah also warned that if Jammu and Kashmir were a full state, the officer would have been transferred to the General Administration Department pending inquiry.
Lieutenant Governor Manoj Sinha has already requested a formal report from the Chief Secretary, and an inquiry is expected to commence within 48 hours. The incident has sparked outrage across the political spectrum, with several leaders demanding accountability and the public demanding a swift resolution.
The situation underscores the delicate balance between UT governance and IAS accountability, and the next step will be a formal report that could trigger disciplinary action or a transfer.
