Election Commission officials announced that 2.73 crore voters aged 18‑28 were added to the electoral rolls during the Special Intensive Revision (SIR) exercise that commenced in 2025.
The SIR, unlike the annual Summary Revision, is optional under Section 21(3) of the Representation of the People Act, 1950, but was undertaken to ensure the rolls reflected the latest demographic shifts. Election Commissioner S. P. Shukla explained that the amendment to Section 14(b) allows any citizen turning 18 on the four qualifying dates—January 1, April 1, July 1, or October 1—to register without waiting for a revision.
The 2.73 crore additions include first‑time voters and individuals who were already eligible but had been added or updated in the rolls. Bihar’s final SIR list now tallies over 7.45 crore electors, a figure that will be used in the state’s November 2025 elections, while assembly elections across Assam, Kerala, Tamil Nadu, West Bengal, and Puducherry will similarly rely on the revised rolls.
