Noah, three years old, was non-verbal and had partial hearing loss. He was undergoing an autism assessment. These vulnerabilities meant he would not respond to his name, complicating the effort to locate him after he ran toward a new housing development. He was wearing a Bluey T-shirt when he disappeared.
