On Thursday, an NIA special court on Rouse Avenue authorized US citizen Matthew Aaron Vandyke and six Ukrainian nationals to leave India for one month, citing their willingness to cooperate with the investigation.
Judge Prashant Sharma issued default bail and ordered passport release, but the detainees must return within 72 hours after the month ends and provide residential addresses, phone numbers and emails to the NIA within 24 hours.
The seven foreigners, including Ukrainian suspects Hurba Petro, Slyviak Taras, Ivan Sukmanovskyi, Stefankiv Marian, Honcharuk Maksim alias Maksym and Kaminskyi Viktor, had previously been held under the Immigration and Foreigners Act, and their applications for discharge were approved following a compounding on September 18.
Special Public Prosecutor Rahul Tyagi and counsel Amit Rohila argued that the accused’s presence is not immediately required; a suitable undertaking could suffice, and the NIA will continue to monitor their cooperation through video or in‑person testimony.
With the court’s decision, the detainees are expected to be released from Tihar Jail on Thursday, after which they will undertake an overseas trip to the US and Ukraine to reunite with family members before returning to India.
