Supreme Court judges Surya Kant, Joymalya Bagchi and V Mohana said on October 12 that they had not examined Form 6, the document the Election Commission says the Court approved for the Bihar voter roll cleanup.
The petition, filed by a citizen from Patna, challenged the Special Intensive Revision (SIR) exercise that the Commission is conducting across the state.
Justice Bagchi reiterated, "There is no adjudication on the new Form 6," echoing the Court's earlier stance that the form had not been approved or disapproved.
During a separate hearing on October 5, the bench echoed that no application regarding Form 6 had been considered when the SIR case was first heard, and that the Court had not approved any modifications to the form.
The Election Commission, in a September 26 press release, claimed the Supreme Court upheld the Form 6 declaration in its May 2026 judgment on the Bihar SIR, but the Commission maintains that the form itself remains unchanged, merely adding an extra declaration for new voters.
The Court will revisit the issue at its next hearing, expected in early November, as the state prepares for the forthcoming elections and voters await clarity on the registration requirements.
