Justice Jamshed Burjor Pardiwala, in a suo‑motu hearing, urged Delhi Police to adopt a “strong deterrent” strategy, insisting that fear must be the cornerstone of any preventive policy—especially in the capital’s sprawling urban landscape.
The bench highlighted a “systematic failure” of law enforcement after a spate of assaults, including a minor’s rape on a moving sleeper bus in Greater Noida, underscoring the urgency of a coordinated response.
Among the measures proposed were the establishment of a dedicated war‑room in Delhi, integration with the National Database on Sexual Offenders, and heightened surveillance of colleges where repeated harassment of female students has been documented.
Delhi Police officials acknowledged the directive, stating they would convene a task force within the week to operationalize the court’s orders and report progress by the end of month.
The court’s next step will involve a follow‑up hearing in June, where it expects tangible evidence of policy shift and a measurable drop in reported incidents.
