
Hyderabad police registered an FIR against BJP Booth Level Agent S. Balachander on June 28, 2026 after he allegedly handed 30 pre‑printed Form‑7 applications to Electoral Registration Officers in Musheerabad. Congress leaders filed the complaint, claiming the submissions aimed to delete names from the electoral rolls and that the filings violated Sections 217, 318(2) of the Bharatiya Nyaya Sanhita and Section 31 of the Representation of the People Act, 1950.
AIMIM chief and Hyderabad MP Asaduddin Owaisi slammed the move, citing a separate incident in Goshamahal where 122 pre‑printed Form‑7s were allegedly filed to remove Muslim voters. Owaisi called the bulk applications a conspiracy that singles out one community and urged the Chief Electoral Officer to register cases against the culprits.
BJP Telangana president Ram Chander Rao countered, saying that any political party’s Booth Level Agents may submit Form‑7s, but the decision to accept or reject rests with Electoral Registration Officers. Rao warned that Congress was acting under AIMIM pressure to target BJP voters and denied that the submissions were illegal.
Chief Electoral Officer C. Sudarshan Reddy has issued a directive to the Greater Hyderabad Municipal Corporation Commissioner, Hyderabad District Education Officer, and all district collectors to investigate such bulk submissions. The memo, released Monday, notes that the state is undergoing a Special Intensive Revision of electoral rolls and that fake or non‑genuine Form‑7s must be expunged.
The investigation is expected to unfold over the next few weeks as the CEO’s office reviews the flagged applications, while political leaders on both sides await the findings that could reshape the upcoming elections.
