A video that circulated after a road inspection in Delhi showed Minister Parvesh Verma striking a man who was filming him, a move that sparked immediate condemnation from the public.
The incident happened on Thursday.
The footage, posted on social media, shows the minister smacking a young man as he attempted to leave the inspection site.
The victim, identified as Saheb Singh, said that he was merely documenting the state of the roads and had received death threats from the minister's entourage.
He has filed an FIR against Verma with the Delhi Police.
Verma, who heads the Delhi Road Development Authority, defended his actions in a statement, claiming that he acted to protect his family and that the man had abused him.
He also alleged corruption against MLA Jarnail Singh.
AAP leaders Saurabh Bhardwaj and Chief Minister Arvind Kejriwal condemned the conduct, with Kejriwal calling for Verma's arrest and Bhardwaj labeling the act as "thuggery."
Delhi Police have registered the complaint and are investigating the assault, with a charge sheet expected within the next month.
